The Verkhovna Rada adopted a law to introduce industrial visa-free travel with the European Union

The Verkhovna Rada of Ukraine adopted a draft law that lays the legal foundation for the introduction of the so-called industrial visa-free regime with the European Union. 278 MPs voted in favor of adopting document No. 12221.

The decision is aimed at comprehensive harmonization of the Ukrainian accreditation and technical regulation system with European standards, which is a key condition for the free movement of goods.

The adopted law allows bringing national regulations into full compliance with the requirements of the European Union regarding the quality and safety of products. This creates the necessary basis for signing the Agreement on Conformity Assessment and Acceptability of Industrial Products. After this agreement enters into force, Ukrainian and European certificates will be mutually recognized, which will significantly simplify the work of domestic exporters.

“Two hundred and seventy-eight people’s deputies voted in favor”, the press service of the Verkhovna Rada emphasized.

The document introduces a mechanism for mutual recognition of accreditation. This means that the results of inspections conducted by EU bodies will be automatically recognized in Ukraine if they successfully pass mutual evaluation. If a Ukrainian manufacturer manufactures products according to standards identical to harmonized European standards, its goods will be considered to fully comply with the safety requirements of the European Union market.

“The adopted law is aimed at comprehensive harmonization of the Ukrainian accreditation and technical regulation system with EU standards,” the parliament noted.

In addition to technical aspects, the law increases business responsibility for the reliability of information about goods and establishes clear rules for interaction with the European Commission. Thanks to the industrial visa-free regime, manufacturers will be able to receive all necessary documents directly in Ukraine. Previously, this required contacting official representatives in Europe, which created additional financial and administrative barriers to export development.

The process of preparing this reform lasted for more than a year. At the end of March 2025, the parliament supported the relevant initiatives in the first reading. The draft laws were developed by the Ministry of Economy in close cooperation with entrepreneurs, industry associations and international experts. The successful implementation of these norms will be an important stage in the implementation of the Association Agreement between Ukraine and the European Union.
