The Verkhovna Rada is preparing to consider a draft law on the mobilization of persons who have not reached the age of 25. The bill envisages changes for conscripts who were deemed unfit for service in peacetime, but have limited fitness in wartime conditions.
At one of the upcoming plenary meetings next week, people’s deputies plan to consider a draft law on amendments to some laws of Ukraine regarding military service upon mobilization by persons under the age of 25 (reg. No. 11379-d). The law has already been adopted in the first reading, UNN reports.
This draft law is included in the draft agenda of the upcoming plenary sessions for consideration in the second reading and adoption as a whole.
It should be noted that the draft law was adopted in the first reading at the beginning of September.
The updated draft law proposes to make changes to the final provisions of the laws of Ukraine “On military duty and military service” and “On mobilization training and mobilization” and to establish that during the period of martial law introduced by the Decree of the President of Ukraine dated 24.02.2022 No. 64/2022 “On the introduction of martial law in Ukraine”, approved by the Law of Ukraine dated 24.02.2022 No. 2102-IX “On the approval of the Decree of the President of Ukraine “On the introduction of martial law in Ukraine”:
- Conscripts who, on the date of entry into force of the Law of Ukraine dated 21.03.2024 No. 3621-IX “On Amendments to Certain Laws of Ukraine Regarding Ensuring the Rights of Servicemen and Policemen to Social Protection” were on the military register of conscripts as persons who health recognized as unfit for military service in peacetime, but are of limited fitness in wartime, are not subject to conscription for military service by mobilization until they reach the age of 25. Such persons may be conscripted into military service only with their consent.
- Military servicemen undergoing military service under conscription for mobilization in a special period from the number of persons who, on the date of entry into force of the Law of Ukraine dated 21.03.2024 No. 3621-IX “On Amendments to Certain Laws of Ukraine Regarding Ensuring the Rights of Servicemen and Policemen to Social Protection” were on the military register as persons recognized as unfit for military service in peacetime due to health conditions, but with limited fitness in wartime, and who have not reached the age of 25, may be released from military service in reserve if they did not show a desire to continue the service.
