This year, more than 45,000 FOPs registered last year were closed in Ukraine

In the first 9 months of 2025, 225,000 new individual entrepreneurs were registered in Ukraine, which is almost equal to last year’s figures. 213 thousand FOPs ceased their activities, which is 11% more than in the same period of 2024. At the same time, it is worrying that more than 45 thousand FOPs that closed this year were registered in 2024. About this reports Opendatabot.

The net increase of entrepreneurs was about 12 thousand. The dynamics of registrations throughout the year shows a positive trend: if 21,400 new businesses were opened in January, a record 29,600 new entrepreneurs were recorded in September.

The largest number of new FOPs was registered in the capital — 30,500. Dnipropetrovsk region (22.2 thousand) and Lviv region (17.2 thousand registrations) also remain leaders among the regions. Kyiv region (16.7 thousand) and Odesa region (16.4 thousand) rounded out the top five most active regions.

The largest number of FOP closures was observed in Kyiv (27.5 thousand), Dnipropetrovsk region (19.1 thousand), Kharkiv region (17.7 thousand) and Odesa region (16.1 thousand).

Retail trade remains the most popular area for starting a business – it accounts for 29% of all registrations, wholesale trade – another 8%. Next come the IT sector, restaurant business and information services. Entrepreneurs close businesses mainly in the same industries where the greatest activity of discoveries is observed.

Six out of ten new FOPs this year are opened by women. In the Sumy region, this share exceeds 63%. Women are active in services, education, clothing production, and medicine, while men mostly choose courier delivery and logistics, construction, and repair of machinery.
