Ukraine agrees on additional electricity imports from EU countries in winter

Ukraine agreed with the European Union to increase the possibility of importing electricity for the winter period to 2.1 GW, which will contribute to the stabilization of the country’s energy system in the conditions of risks caused by Russian shelling. Starting from December 1, the maximum capacity of electricity import from EU countries will increase from the current 1.7 GW to 2.1 GW. And starting in March 2025, system operators will be able to review capacity limits for commercial electricity exchange between the EU, Ukraine and Moldova every month, which will allow for a more flexible response to the needs of the energy system.

Ukraine will also receive a guaranteed opportunity to additionally use 250 MW from the EU in emergency aid mode, which will increase the stability of the energy system in critical moments. Energy Minister Herman Galushchenko thanked European partners, in particular European Commissioner Kadri Simson, for actively supporting Ukraine in preparing for the winter season.

Preparations for increasing the technical capabilities of electricity import began in June this year, against the background of infrastructure damage due to Russian shelling, which significantly increased the need for reserve capacities for the winter period.

Also, against the background of fears about the possible loss of certification of the Ukrainian system operator NEC “Ukrenergo”, the EU assured that the import of electricity to Ukraine will remain possible and critically important for ensuring a reliable energy supply.

In general, in September 2024, Ukraine reduced electricity imports by 7.5% compared to August, importing 438,000 MWh, Hungary remains the main supplier.
