Ukraine is developing a new State Program for Combating Trafficking in Human Beings

Ukraine is developing a new State Social Program to combat human trafficking, which will operate until 2030. The program is developed with the support of international partners. About this reported Ministry of Social Policy.

The first session of the process of developing a new program has already taken place in Kyiv. According to the preliminary analysis of the Ministry of Economy, within the framework of the implementation of the current Program until 2025, 14 of the 21 necessary regulatory and legal acts were developed. The rate of specialist training has more than tripled — in particular, new training programs have been created. All victims received social services according to their needs, including legal support and temporary accommodation in shelters.

International cooperation and information activities also remain at a high level — over 1,299 information events were held during 2023-2024. Deputy Minister of Social Policy Iryna Postolovska emphasized the importance of the new program taking into account modern challenges, including large-scale internal and external migration.

“The main task in the process of preparing the new Program is to simplify the procedure for obtaining assistance to the victim or victims as much as possible, to bring the prevention of such crimes to a new level and to unify the legislation with the European Union.” Postolovska noted.

According to her, according to the estimates of the Council of Europe, more than 5 million people have left Ukraine, 90% of them are women and children. At the same time, 7 million Ukrainians have the status of internally displaced persons.

It is expected that the new program will allow updating the legal framework in the field of combating human trafficking, harmonizing it with EU norms, developing modern policies for helping victims, including algorithms for responding to cases of sexual exploitation, strengthening international cooperation, introducing new mechanisms for supporting Ukrainians abroad, strengthening prevention and raising the level of awareness among citizens.

Work on the program continues with the support of the Program Office of the United Nations Office on Drugs and Crime (UNODC), the International Organization for Migration and the Office of the Special Representative of the UN Secretary-General on Sexual Violence in Conflict.
