Ukraine plans to launch e-notary at the end of 2025
Implementation of the unified state electronic system of e-notary is at an advanced stage. Currently, the setup of data exchange with government bodies and banking institutions has been completed, and the full launch of the system is expected at the end of this year. About this reported First Deputy Minister of Justice Mykola Kucheryavenko.
“We would like to launch it earlier, but the situation is complicated by the fact that our partners from USAID, who initially supported the project, have suspended funding for the time being.” – he noted.
According to Kucheryavenka, the development of the system has already reached the stage of practical implementation. Notaries were trained, the functionality of electronic powers of attorney was tested, and the collected feedback will become the basis for further improvement of the service.
“The correction of tasks is being carried out and the development of the register of notarial acts, powers of attorney, wills, contracts, certificates, statements, etc. has been completed. Integration has been implemented and connections with the Unified State Register have been formed, and this format of task integration is being tested. Database migration has been carried out.” – explained the first deputy minister.
He also informed that in June it is planned to hold a forum dedicated to notary services, where there may be a separate panel dedicated to the development of e-notary.
Kucheryavenko noted that the Ministry of Justice is currently working on the formation of a package of necessary regulatory changes. In particular, the resolution of the Cabinet of Ministers “Some issues of the implementation of the experimental project regarding the registration of notarial acts performed by notaries in the electronic register of notarial acts” is being prepared, as well as documents on the regulation of electronic powers of attorney, forms, inheritance documents, etc.
