Ukrainian business migration: record relocation in numbers

According to the Unified State Register, in 2025 in Ukraine more than 12 thousand companies moved to other regions. At the same time, businesses moved 12,920 times, some companies changed their address several times a year. This is 11% more than in 2024, but still less than before the start of the full-scale invasion.

The most active companies migrate either from the capital or to Kyiv. After these moves, the number of businesses increased in eight regions, and companies from the wholesale trade sector moved most often.

In numbers, it looks like this: last year, 12,197 companies changed their legal address 12,920 times. The year 2025 was a period of increased activity compared to 2024, but still lower than pre-war indicators.

The most active were wholesale companies — almost every third of the relocated companies (3,798 businesses, or 31.1%). The next most active were enterprises in the construction sector (732 companies, 6%), real estate (645 companies, 5.3%), agriculture (639 companies, 5.2%) and retail trade (526 companies, 4.3%).

Also on the list were transport companies (439, 3.6%), car services (389, 3.2%), IT sector (308, 2.5%) and energy suppliers — electricity and gas (251, 2.1%). The rest (4,470 companies, 36.6%) represent other industries.

The largest number of companies left Kyiv — 12,558 moves, which is 30% of all movements in the country. This is followed by Dnipropetrovsk region (4,200, 10%), Odesa region (2,884, 7%), Kyiv region (2,755, 7%) and Kharkiv region (2,336, 6%).

If we look at the regions where businesses moved, Kyiv also became the leader — 11,765 companies or 28.3% of all relocations. Dnipropetrovsk region received 4,048 companies (10%), Kharkiv region — 2,889 (7%), Odessa region — 2,880 (6.9%), Kyiv region — 2,729 (6.6%).

The most popular relocation routes:

  • Kyiv → Kyiv region — 779 companies
  • Kyiv region → Kyiv — 663
  • Kyiv → Dnipropetrovsk region — 565
  • Kyiv → Kharkiv region — 521
  • Dnipropetrovsk region → Kyiv — 501

Despite the large number of relocations, the number of companies increased only in eight regions. The largest number of businesses was added in Kharkiv (+553) and Zaporizhia (+419) regions. Growth was also recorded in Lviv (+213), Sumy (+177), Zakarpattia (+105), Kherson (+95), Zhytomyr (+53) and Ivano-Frankivsk (+48).

At the same time, the number of companies decreased in 19 regions. The largest losses were observed in Kyiv (-793 companies), Donetsk (-155), Dnipropetrovsk (-152), Volyn (-101) and Luhansk (-85) regions.

Among the largest companies in terms of revenue, ZE.TEK leads with a turnover of UAH 14.17 billion, which moved from Kyiv to Rivne region, working in the field of electricity and gas supply. DTEK Kurakhivska TPP with a revenue of UAH 8.21 billion moved from Donetsk region to Zaporizhia. Other major players — Ukraviasystem, Mit Prom, Stillakva, Busky Cannery Plant and Jacobs Dow Egberts Ukraine — mostly chose Kyiv as their new registration address.
