Ukrainians were informed under what circumstances they may be refused a certificate of proficiency in the state language

National Commission on State Language Standards explained, under which circumstances the issuance of a state certificate of proficiency in the Ukrainian language may be refused.

The commission has the right to monitor the progress of the exam directly or by means of remote access. If it is not possible to establish the results and determine the level of proficiency in the state language based on the final electronic protocol of the test, the applicant may be refused a certificate.

The agency reminded that, according to the instructions, exam participants are prohibited from: carrying dangerous objects or substances that may pose a threat to others, as well as things that interfere with taking the exam; misconduct; leave the premises without the permission and accompaniment of the instructor (only one applicant can leave at a time); have anything on the table except water, medication, ID, pens, and an instructor-issued draft sheet; communicate while performing tasks; write down answers; use textbooks, dictionaries or other sources of information; read previously prepared texts in front of the camera; change the topic of the oral part of the exam; use means of communication or devices for saving and reproducing information that are not provided for by the procedure; copy tasks from the computer screen.

The commission, through instructors who supervise the exam on site and examiners who check the oral and written parts, as well as through remote means, records all technical malfunctions and violations on the part of the participants. This information is entered into the final electronic protocols and may become the basis for a decision to refuse to issue certificates.

“The list of persons who have been denied the issuance of state certificates on the level of proficiency in the state language due to violation of the requirements of order and instructions during the examination is given in Appendix 2 to this decision. Such persons, in accordance with the law “On Ensuring the Functioning of the Ukrainian Language as the State Language”, are given the opportunity to retake the examination no earlier than in 4 months. – the message says.

At the same time, if the refusal is related to technical problems during the exam, applicants get the right to retake it immediately.
