Three employees of the Uzhgorod District CCC and SP were reported suspicious after violations were discovered in the work of the mobilization point. The acting head of the RTCC and SP and the head of the military accounting group are charged with abuse of authority and illegal deprivation of liberty. The RTCC instructor was reported on suspicion of torturing a conscript. This was reported to the Prosecutor General’s Office on June 4.
According to the investigation, from February to April 2026, 21 conscripts were illegally detained in the premises of a temporary mobilization point. These are men whose conscription was canceled after the military units refused to accept them for service.
Despite this, these people were not released from the collection point. According to the prosecutor’s office, they were there from one to 48 days.
The violations were recorded during a monitoring visit by representatives of the Verkhovna Rada Commissioner for Human Rights.
In addition, investigators documented a case of torture of one of the conscripts. According to the investigation, the instructor used physical violence against the man, after which he was handcuffed to a ladder and left in that state until the morning of the next day.
The prosecutors applied to the court with requests to choose a preventive measure in the form of detention for the suspects.
In the Transcarpathian OTCC and SP stated that any violations of the law and abuse of official authority are unacceptable and incompatible with the status of a serviceman.
The department noted that they are assisting law enforcement officers in carrying out all necessary investigative and procedural actions. They emphasized that the legal assessment of each person’s actions should be provided by competent authorities and the court.
Also, the Transcarpathian OTCC and SP reported that work is ongoing in the units to comply with the law, military discipline, and prevent human rights violations.
In early April 2026, during a monitoring visit to the Uzhhorod RTCC and SP, human rights violations were already recorded. Among them were unsanitary conditions, alleged illegal detention of people and ignoring their health status.
“Documents and phones were confiscated from people without proper registration, depriving them of their right to protection. The conditions of stay humiliate human dignity: for 40-60 people – only 3 mugs and 8 metal plates, people are forced to eat in turns from one unwashed dish, there is no confirmation of the organization of food. Complete unsanitary conditions – one toilet and one shower for such a number of people, there is no bed linen,” the report said.
Following the results of the visit, a statement was sent about the commission of criminal offenses under Articles 146, 127, 344 and 426-1 of the Criminal Code Ukraine.
The “West” operational command reported that after the publication of this information, they initiated the work of a special commission. She was supposed to verify the facts set forth in the statement of the Ombudsman’s representative, as well as to find out possible other violations.
