Women of top officials from NABU and SBU buy luxury apartments during the war

Two high-profile stories about the purchase of elite housing by the wives of high-ranking officials during the war shook Ukrainian society. The wives of the deputy director of NABU and the head of cyber security of the SBU are buying luxury housing in the capital and abroad.
According to declaration for 2023:
Tamara Uglava, the wife of Deputy Director of NABU Gizo Uglava, purchased in Georgia:
- An apartment with an area of 213 square meters for 6,588,000 hryvnias (September 22, 2022);
- Parking space for 219,000 hryvnias (year 2023); Joint ownership of a residential building with an area of 313 square meters for 2,109,000 hryvnias (date not specified).

- 2019 year: Gizo Uhlava becomes a participant in the Bigus Info investigation and is suspected of complicity in particularly large-scale embezzlement at Ukroboronprom.
- 2021 year: The wife of the first deputy director of NABU, Gizo Uglava, brags on the network about the Royal Garden luxury bag, the price of which starts at 250,000 hryvnias. In the photo that Tamara Avaliani published on Facebook, their dog is sitting in this bag – a Maltip puppy for 100 thousand hryvnias. Screenshots appeared in several Telegram channels.
- After publication of this information in Telegram channels, Gizo Uglavy’s wife deleted her Facebook profile, and the top official himself completely hid all the information on his page.
Julia Vityuk, the wife of the head of the cyber security department of the SBU Ilya Vityuk, in December 2023 purchased an apartment in an elite residential complex in Kyiv on Pechersk. This is stated in the investigation Investigations. Info.
The market price of the apartment reaches over 20 million hryvnias, which is much higher than the officially declared value of 12.8 million. At the same time, Ilya Vityuk’s annual salary is only 1.8 million hryvnias.
Yuliya Vityuk is engaged in business. According to the investigators, after her husband took up a position in the SBU, she registered as an FOP and received significant profits: 9.4 million hryvnias in 2022 and 13.4 million in 2023.
According to the declaration, Yulia Vityuk purchased a premium-class apartment with an area of 195 square meters. The cost of a similar renovated home in this complex can reach $1.5 million.
Journalists discovered that unrenovated apartments in this complex are being sold for $3,000 per square meter, which is three times higher than the average price for housing in Kyiv.
It is known that Yulia Vityuk provides legal services, receiving more than 1 million hryvnias every month. However, journalists could not find any information about the address or contact details of her firm.
Salaries of officials:
- Gizo Uglava – 1.5 million hryvnias for 2023;
- Ilya Vityuk – 1.8 million hryvnias for 2023.
