2,861 crypto declarations: which Ukrainian officials declared the most cryptocurrency?

Cryptocurrency in declarations of Ukrainian officials has long ceased to be a rare phenomenon that could be explained by a single interest in digital assets. In 2025, 2,861 declarations of officials with crypto assets were filed in the Unified State Register of Declarations, which is 16% higher than the previous year. Against the background of 654,159 declarations submitted, such cases constitute a small proportion, but the amounts in individual reports attract attention much more than the statistics themselves.

The most active in declaring cryptocurrency was shown by employees of the National Police, who filed 548 declarations with digital assets, which is 19% of all such cases. They are followed by representatives of the prosecutor’s office with 358 declarations, servicemen of the Armed Forces of Ukraine with 240 declarations, employees of the judicial system with 223 declarations and employees of city councils, who indicated cryptocurrency in 198 reports. It is separately noted that 265 declarations with crypto assets were filed late, i.e. after April 1, 2026.

Among the people’s deputies of the Verkhovna Rada, 16 people out of 391, i.e. approximately 4% of parliamentarians, declared cryptocurrency. The largest crypto portfolio in this group was indicated by the head of the parliamentary committee on environmental policy and environmental management, Oleh Bondarenko, whose declaration indicated 80 BTC worth about UAH 223 million.

At the same time, the absolute record holder in terms of the volume of bitcoins was Oleksandr Kizlyar, a deputy of the Khmelnytskyi district council. His declaration indicated 100 BTC, which as of June 10, 2026 were estimated at 278.8 million UAH. The second position in this indicator was taken by Oleg Bondarenko with 80 BTC, and the third place was taken by the representative of the Department of Land Development and Infrastructure of the Dnipro City Council Kristina Pavlova, who declared 20 BTC worth over 55.7 million UAH.

The ranking of ether owners is also led by Oleksandr Kizlyar, who declared 1,000 ETH worth almost 74 million UAH. He is followed by Kristina Pavlova with 130 ETH worth 9.6 million UAH, and the third position is occupied by the representative of the Kyiv City Prosecutor’s Office Iryna Sukhovetruk, whose declaration indicates 100 ETH worth approximately 7.4 million UAH.

The largest volume of USDT stablecoins was declared by the head of the Transcarpathian Court of Appeal, Hanna Fazykosh — over 1.019 million USDT, which is equivalent to almost 46 million UAH. The deputy of the Odessa district council, Pavlo Shandra, indicated 719 thousand USDT worth over 32.4 million UAH, and the director of the Kyiv Research Institute of Forensic Expertise, Maksym Kyseliov, declared 647 thousand USDT worth over 29.1 million UAH.

The geography of such declarations also has a clear concentration: more than a quarter of cryptocurrency reports were filed in Kyiv — 820 declarations. This is followed by Kyiv region with 277 declarations, Dnipropetrovsk region with 215, Kharkiv region with 200, and Lviv region with 174. These figures show that cryptoassets most often appear in the declarations of officials from large administrative and business centers, where digital financial instruments are more quickly becoming part of daily practice.
