20,000 teddy bears in Washington: toy installation shows scale of Russian abduction of Ukrainian children
Russia’s full-scale invasion is accompanied by the systematic removal of Ukrainian children from occupied territories and frontline areas, which leads to their isolation from their families, loss of contact with home, and creates complex obstacles to return due to changes in documents, location, and control by Russian structures.
Installation in downtown Washington
An installation of 20,000 teddy bears was deployed on the National Mall in Washington, D.C., visualizing the number of confirmed cases of Russian removal of Ukrainian children since the invasion began. The space, filled with identical toys, created a sense of scale that cannot be conveyed in numbers, as each object represented an individual child with their own story of losing home and family.
The location gave the action political weight, as the National Alley is a place where public signals are addressed directly to the federal authorities and the international community, which turned the installation into a way of publicly reminding about the problem at the level of state decisions.
The initiators of the action were “Together for Ukraine” and the American Coalition for Ukraine, which work on the topic of humanitarian consequences of the war. Members of the US Congress joined the event, demonstrating support for the issue of the return of children within the political agenda.
The Ambassador of Ukraine to the US Olga Stefanishyna reported that more than two thousand children have already been returned thanks to the state initiative Bring Kids Back UA, but a significant number remain beyond the reach of Ukrainian services, which requires long-term international cooperation.

Scale of the problem and complexity of return
The removal of children is accompanied by a change in their environment, including new living conditions, limited contact with relatives, and difficulties with identification, which is why each case of return requires a separate search procedure, identity verification, and legal support.
According to estimates by American politicians, including Michael McCaul, the real number of children may significantly exceed officially confirmed data and reach tens of thousands above the documented level, since some cases are not publicly recorded or remain unverified.
Ukraine insists on including the topic of the return of children in the negotiation processes on the cessation of hostilities, emphasizing that without resolving this issue there can be no complete settlement of the consequences of the war.
The US Congress is discussing initiatives that provide for increased sanctions pressure on Russia and the requirement to return children as a mandatory condition for future agreements, which indicates the transition of the topic from the humanitarian plane to the sphere of specific political decisions.
The installation of teddy bears in Washington transformed abstract numbers into a clear image that does not require additional explanations, because a children’s toy on such a scale indicates the absence of children in their usual environment. This visual gesture emphasized that behind each number there is a specific story that is not reduced to general statistics and requires a separate return, search and restoration of contact with the family.
