98% of summonses are sent to those who do not work and do not pay taxes: Shmyhal

Over the past two months, 98% of summonses have been sent to people who do not pay taxes and are not officially registered as employed. This was stated by Prime Minister Denys Shmyhal during the 10th Kyiv International Economic Forum.
Shmyhal noted that Ukraine has a ‘fight or work’ principle.
‘As of today, the summonses we send out are already deliberately formed through the Oberig register. We see people who are liable for military service. 98% of the summonses are sent to people who do not pay a single hryvnia in taxes and are not registered as working people anywhere. Over the last two months, only 2% of the calls were sent to people who are working. This is a large number if you look at it in absolute terms. A large number of people are evading mobilisation, but despite this, this work is being done,’ Shmyhal said.
According to the Prime Minister, priority is given to those who are not working, and the registers allow tracking the tax status of each person, whether they are an employee, entrepreneur or self-employed.
‘Oberig pulls up this information, and when the summonses are generated, we can see that the person is unemployed, and these people are a priority for mobilisation. It’s a very simple principle, I think it is absolutely clear to everyone,’ Shmyhal stressed.
The Prime Minister also added that the audit of critical enterprises is currently underway and is expected to be completed by 15 November.
‘We are introducing clear, transparent and unambiguous booking criteria without a subjective approach. They will not significantly change the current resolution, but will allow us to more accurately determine the criticality of enterprises and the need for booking individual employees,’ he said.
