A 27-year-old driver from Vinnytsia region collected over 1,000 fines for traffic violations

A 27-year-old resident of Vinnytsia region became the absolute record holder in Ukraine for the number of unpaid fines for traffic violations. He has 1,056 unpaid fines, reports Opendatabot with reference to data of the Unified Register of Debtors as of the end of October 2025.

In the same region, another driver, 43 years old, has accumulated 932 unpaid fines. In Dnipropetrovsk region, there is a 42-year-old man with 797 fines, in Rivne region, there is a 35-year-old with 636, and in Sumy region, there is a 28-year-old driver with 555 fines.

There are many such drivers in Ukraine – hundreds of debtors have dozens or even hundreds of unpaid fines. In total, more than 2 million unpaid fines for traffic violations have been recorded in the country. This is 43% more than at the beginning of the full-scale war, and 6% more than at the end of 2024. At the same time, 75% of such proceedings are closed due to the impossibility of collecting the debt from the violators, although the debt officially remains in the register.

According to statistics, 92% of all unpaid fines fall on men. Drivers aged 25 to 45 are the most active violators of the rules – this age category accounts for 64% of all debts.

Dnipropetrovsk region remains the leader in the number of traffic violations – 211.5 thousand fines were recorded here, which is 11% of the total. In second place is Kyiv with 193.7 thousand fines (10%), followed by Odesa region – 146.9 thousand (7%), Kharkiv region – 125.9 thousand (6%) and Kyiv region – 106.3 thousand (5%).

The fewest violations were registered in Luhansk region – 13.2 thousand cases (0.7%), as well as in Ternopil region (1.4%), Kherson region (1.8%), Cherkasy region (2.3%) and Chernivtsi region (2.4%).
