The Cabinet of Ministers published a resolution that launches an experimental project to strengthen air defense by involving specialized air defense groups as part of units of voluntary formation of territorial communities (DFTG). About this reported representative of the government in the Verkhovna Rada, Taras Melnychuk.
According to the resolution, the air defense group is a separate unit of the DFTG, created to strengthen the defense within the relevant community, which performs the task of detecting, monitoring, alerting and, if necessary, neutralizing air threats from the aggressor state. They can use attack drones or manned aircraft.
The formation of such groups is carried out by the decision of the commander of the DFTG and in agreement with the command of the relevant military unit of the Armed Forces of the Armed Forces of Ukraine at the territorial level. Military administrations can act as initiators.
The PPO groups include members of the DFTG who are not subject to mobilization in accordance with the law, have submitted written statements and have undergone the necessary training. For groups with piloted equipment, only those who have appropriate qualifications and documents confirming the right to pilot or maintain aircraft are allowed to participate.
The contracts of volunteers involved in air defense groups must include a provision prohibiting their assignment to combat or other tasks, except for the performance of air defense functions within the scope of the experiment. The provision of such units with weapons and equipment is carried out by military units of the TrO Forces or the Air Force in accordance with the procedure established by the Ministry of Defense.
Groups are allowed to use technical means to detect, track, alert or destroy enemy drones, obtained legally from enterprises, organizations or individuals on a charitable basis or under the terms of free use.
Members of air defense groups are provided with additional remuneration within the limits of local budgets in the amount of 100 thousand hryvnias per month, which is paid in proportion to the time of participation in air defense measures. The decision on the payment is made on the basis of the order of the commander of the military unit of the TrO Forces at the request of the commander of the DFTG.
