After the reform of the MSEC, free examinations for people with disabilities will not be canceled

Starting in January 2025, Ukraine plans to introduce a new system for determining disability, based on the assessment of a person’s daily functioning. This approach will replace traditional medical and social expert commissions (MSEK), while maintaining free services for citizens.

As reported in the Ministry of Health, the reform does not involve a reduction in funding or changes to the list of free services. Bill 12178, which will regulate the new system, guarantees that individual rehabilitation programs for people with disabilities will continue to be financed from the state budget, social insurance programs or other sources.

The Ministry of Health emphasized that free medical care, as before, will be provided within the framework of the medical guarantee program. The new system will not only preserve financial support for those in need of rehabilitation, but will also allow for faster access to prostheses and assistive devices, as it will no longer always require an officially confirmed disability status.

Services for people with disabilities will not be limited to the outdated list of the state model program, which was last significantly updated in 2015. Most modern services are already funded by other programs, including regional initiatives, which allows for more flexible and faster access to the necessary care.
