Albania is the first in the world to appoint a virtual minister based on AI

Albania became the first state in the world to appoint a virtual minister created on the basis of artificial intelligence technologies. reports Politico.

On September 11, at a meeting of the Socialist Party in Tirana, Prime Minister Edi Rama announced which of the current ministers would remain in office, who would be replaced, and also introduced Diella, a minister created by artificial intelligence.

“Diella is the first member of the government who is not physically present, but virtually created by artificial intelligence”, Rama explained.

According to him, Diella, whose name means “sun” in Albanian, will be responsible for all public procurement in the future. Thus, as Rama emphasized, Albania will become a country where public tenders will be “100% incorruptible, and all public funds passing through the tender procedure will be 100% transparent”.

Diella is already well known to Albanians, because she manages the platform “e-Albania”, which provides access to almost all government services digitally. The virtual minister also has an avatar — a young woman in traditional national clothes.

Albania has had serious problems with corruption in public procurement for many years, and the European Union has repeatedly highlighted this in its reports on the rule of law. Prime Minister Edi Rama, who was elected for a fourth term in May 2025, promised to ensure the country’s accession to the EU by 2030.
