Are employees of the TCC allowed to serve summonses at the border: comment of the DPS  

Issuing subpoenas at the border is not a common practice, but there are exceptions that apply to individuals.

Representatives of territorial recruitment and social support centers (TCCs) may be present at the state border, but their activities are limited to assisting border guards, not serving summonses. This information was confirmed by the spokesman of the State Border Service of Ukraine, Andriy Demchenko comments Radio Svoboda.

According to him, TCC employees at checkpoints act as consultants, helping border guards to deal with issues related to documents or provided information. Demchenko assured that summonses are not issued at these points, so men should not worry about the possibility of receiving them when crossing the border.

Were there cases of summonses being served at the border?

Andriy Demchenko emphasized that issuing summons at the border is not a common practice, but there are exceptions that apply to certain categories of persons. For example, if during the check it turns out that a person trying to leave Ukraine is wanted, the border guards can contact the police. The police, in turn, can take this person to the nearest TCC for further clarification of the circumstances.

Demchenko emphasized that TCC employees do not have the authority to carry out border control, detain or serve summonses at the border. Their presence at checkpoints is due solely to the need to provide advice in cases where questions arise regarding documents or other important information for crossing the border.
