ARMA audit: The State Audit Service conducts an audit and discovers significant violations
State Audit Service of Ukraine conduct audit of the National Agency for Identification, Search and Management of Assets Obtained from Corruption and Other Crimes (ARMA). The audit revealed “individual deficiencies” in the agency’s activities, particularly in relation to asset management.
“The State Audit Service has already recorded certain shortcomings in the activities of ARMA. In particular, the audit established that in relation to a significant number of assets transferred to the agency for management, no appropriate decisions were made on their further transfer (to management or for implementation). At the same time, individual managers, even after receiving assets from ARMAs cannot properly dispose of them due to the incomplete transfer process, the emergency state of some buildings, etc.,” the auditors note.
In addition, some short-term storage assets (grains, perfumes, cosmetics, alcohol) were transferred to commodity exchanges, but due to untimely sales, they lost their shelf life, which significantly affected their value.
Cases of loss of property due to its arbitrary use by outsiders and accumulation of debts for communal services have also been recorded.
Although ARMA provided 191 million hryvnias to the state budget in 2023, the benefits from the activity of this body, although for the first time, exceeded the costs of its maintenance, but amounted to less than 20 million hryvnias.
