Ukraine informed the European Council about the temporary limitations of the convention on human rights: details

The Ministry of Justice of Ukraine submitted to Council of Europe a statement on a partial withdrawal from the observance of human rights and freedoms.
According to application, Ukraine temporarily suspends the operation of a number of articles of the Convention concerning the inviolability of housing, the secrecy of correspondence, freedom of movement, freedom of speech, the right to assembly and the right to own property.
What rights are limited?
According to the notification of the Ministry of Justice, Ukraine temporarily suspends the operation of a number of articles of the Convention, which relate to:
- Inviolability of housing (Article 30 of the Constitution of Ukraine)
- Secrets of correspondence (Article 31 of the Constitution of Ukraine)
- Non-interference in personal and family life (Article 32 of the Constitution of Ukraine)
- Freedom of movement (Article 33 of the Constitution of Ukraine)
- Freedom of speech (Article 34 of the Constitution of Ukraine)
- Rights to participate in state management (Article 38 of the Constitution of Ukraine)
- Rights to hold peaceful assemblies (Article 39 of the Constitution of Ukraine)
- Rights to own property (Article 41 of the Constitution of Ukraine)
What measures can the military command take?
In particular, the military command can:
- Compulsory expropriation of private or communal property for the needs of the state.
- Enter curfew.
- Establish a special entry and exit regime, restrict the movement of people and vehicles.
- Conduct an inspection of things, transport, luggage, housing.
- Prohibit peaceful meetings, rallies, and marches.
- Establish restrictions on the presence of people in certain territories.
- Prohibit conscripts from changing their place of residence without permission.
