August 8, 2008 year, on the day of the beginning of the Olympic Games in Beijing (by the way, the most expensive in history, with a budget of more than 45 billion dollars), the Five-Day War in South Ossetia began.
It was the first war on the European continent in the 21st century, when the Russian armed forces entered into a conflict with Georgia on the side of Abkhazia and South Ossetia – republics unrecognized and not controlled by Tbilisi. At night, Georgia launched a massive artillery attack on Tskhinvali, after which it tried to capture South Ossetia.
The Georgian side stated that the actions of their army were a response to the violation of the ceasefire regime. The hostilities were serious: up to 29,000 soldiers took part on both sides, ships, planes, and tanks were used. The civilian population and the military were affected, and almost 50,000 people became refugees. Mykhailo Saakashvili estimated Georgia’s losses at 2 billion dollars, and South Ossetia at 41 billion rubles.
Who is to blame for this war?
September 30, 2009 In 2008, the International Commission for the Investigation of the Circumstances of the War published a report in which it was stated that the war was started by Georgia, and Russia’s actions before that were provoked and “disproportionate”.
At that time, Ukraine supplied arms to independent Georgia. The air defense system consisted almost entirely of the Buk and Osa systems supplied by the Ukrainian side, and, as President Saakashvili claimed, successfully coped with its task, shooting down Russian planes. The presidents of both countries maintained friendly relations. Ukraine could not remain aloof: the Ministry of Foreign Affairs of Ukraine expressed “deep concern over the further escalation of the situation”, especially the fact that “the escalation of hostilities in the conflict zone leads to casualties among the civilian population and the emergence of refugees.” Ukraine called on both sides to immediately cease fire and sit down at the negotiating table, and also declared the need to ensure the territorial integrity and sovereignty of Georgia and readiness to contribute to the cessation of bloodshed by diplomatic methods. All these statements were made after Russian intervention. However, almost the whole world was silent.
There were also attempts to legally prohibit the return to the territory of Ukraine until the resolution of the conflict of ships and vessels of the Black Sea Fleet of Russia, which could participate in these actions. There was a registered draft law “On condemnation of the intervention of the armed forces of the Russian Federation on the territory of Georgia” and even a draft law in which it was proposed to denounce the agreement between Ukraine and Russia on the status and conditions of the presence of the Black Sea Fleet of the Russian Federation on the territory of Ukraine. It ended with Viktor Yushchenko’s comments on Ukraine’s position on the situation in Georgia and the plan to settle the South Ossetian conflict.
Everyone was sure that it would not affect us. The lesson was not learned. The consequences of these events echoed in 2014 and resounded loudly in February 2022. However, the reaction of the world was already different.
Iraklii Garibashvili, Prime Minister of Georgia, believed: “…former president Saakashvili’s reckless policy, his thoughtless provocative steps led to the fact that it was not possible to avoid this tragic war. It was a betrayal on the part of Saakashvili and his team, they sacrificed our country, our people and the army.”
Badri Japaridze, “Lelo for Georgia”: “Today we have an anti-European government, we are in a reality that increases the risks for our country. Therefore, in the current situation, when Russia is waging an aggressive war against Ukraine, the only correct answer is more integration with the West, more cooperation with strategic partners who want to restore territorial integrity and increasing the security of our country”.
Shalva Papuashvili, Speaker of the Parliament of Georgia: “Unfortunately, due to the lack of international reaction to the events of 2008, we saw what happened in Ukraine in 2014 and then in 2022. This is part of one general aggression. From this point of view, it is important to know how many risks there are for Georgia from side of Russian aggression. And our state must act with awareness of these risks.”
