BEB exposed embezzlement of over 10 million hryvnias intended for shore fortification works in Poltava Oblast

The Bureau of Economic Security exposed a scheme to embezzle more than 10 million hryvnias intended for coastal fortification works in the Poltava region. Detectives of the Territorial Department of the BEB in Poltava region reported the suspicion of an official of the Regional Office of Water Resources in the abuse of his official position, which caused losses to the state budget of almost 10.5 million hryvnias.
The investigation established that during the work on strengthening the shoreline of the Kremenchug Reservoir near the village of Mozoliivka in the Globin District, the subcontractor used cheaper materials that did not meet the technical requirements instead of the materials provided for in the project and estimate documentation.
The official supervision of these works was carried out by an official of the Regional Office of Water Resources, who did not control the volume and quality of the performed works, which led to the assignment of the damage budget in the amount of more than 10 million hryvnias. Based on the results of the investigation, the official was charged with suspicion under Part 2 of Art. 364 of the Criminal Code of Ukraine (abuse of official position, which caused grave consequences).
In the framework of the same criminal proceedings, the head of the contracting organization was previously suspected under Part 5 of Art. 191 of the Criminal Code of Ukraine (seizure of someone else’s property in particularly large amounts under martial law), as well as a technical supervision engineer, who is charged with aiding and abetting this crime (Part 2 of Article 27, Part 5 of Article 191 of the Criminal Code of Ukraine).
The pre-trial investigation is ongoing. Procedural management is carried out by the Specialized Environmental Prosecutor’s Office of the Poltava Regional Prosecutor’s Office. Operational support is provided by the Office of the Security Service of Ukraine in the Poltava Region and the Office of Strategic Investigations of the National Police of Ukraine.
