Cabinet of Ministers approves deadlines for obtaining quotas for medical cannabis production in 2025
In Ukraine, the government has defined a new procedure for the circulation of medical cannabis, including a deadline for obtaining quotas for 2025. This was reported by the Ministry of Health.
By 20 November 2024, companies operating with narcotic drugs, psychotropic substances and precursors must submit to local state administrations a calculation of the annual demand for medical cannabis plants and other substances for 2025.
By 1 December 2024, they must submit an application to the State Service on Medicines and Drugs Control to obtain a quota for the production, storage, import and export of medical cannabis and related materials for 2025.
The application for a quota for the cultivation of medical cannabis must be submitted to the State Service of Ukraine on Medicines and Drugs Control by 15 December 2024.
‘It is prohibited to import medical cannabis in excess of the approved quotas. However, it will be allowed to redistribute quotas between business entities only within the annual quotas approved by the Cabinet of Ministers of Ukraine, subject to a simultaneous written request from business entities to the State Service of Ukraine on Medicines andDrugs Control,’ the ministry said.
It is noted that only business entities with the appropriate licence can apply for a quota for the circulation of medical cannabis.
After the Cabinet of Ministers approves the quotas, licensees are entitled to import medical cannabis within the approved limits.
The new procedure also regulates additional aspects of medical cannabis circulation, namely
- the annual quota allocation process,
- waste disposal procedure,
- internal accounting and inventory,
- reporting on cannabis volumes,
- cultivation conditions.
As a reminder, on 1 December 2024, a Resolution of the Cabinet of Ministers will come into force, updating the licensing conditions for all stages of medical cannabis circulation.
