CCC lawsuits against drivers in Ukraine could set a record in 2026

In 2026, Ukraine is experiencing a rapid increase in the number of lawsuits from territorial procurement centers (TCC) regarding restrictions on citizens’ right to drive vehicles. During the current period, 42 such cases have already been opened, which exceeds the indicators of the entire 2024. This is evidenced by Opendatabot data.

In total, 135 such proceedings are currently recorded in the databases. Experts predict that the current year may become a record for this indicator, because only 52 such cases were identified for the entire year of 2025.

Despite the significant number of initiated processes, the real effectiveness of this mechanism in the courts remains low. About 92% of cases are stopped at the stage of procedural decisions and do not reach consideration on the merits. The judges reached a final verdict in only 11 cases: in ten of them, the CCC’s demands were satisfied, and in one, they were rejected. The main obstacle for territorial centers is legal shortcomings in the preparation of documents.

The reason for the mass “screening out” of cases is the CCC’s procedural errors. Statements of claim are often filed with procedural shortcomings and without payment of the court fee. In such cases, the courts first leave the claim without action, giving time to correct the errors. If the shortcomings are not eliminated, the materials are returned to the applicant” — says the Opendatabot message.

The geography of filing claims is unevenly distributed. The most active is the Dnipropetrovsk region, which accounts for 35 cases — more than a quarter of the total number of cases in Ukraine. Kyiv (23 cases), Khmelnytskyi and Zhytomyr regions (13 cases each) also demonstrate high indicators.

At the same time, in a number of regions of the CCC, this tool of influence on violators of military registration is not actually used. The list of regions where no attempts have been recorded to restrict the right to drive a car includes Volyn, Mykolaiv, Ternopil, Odesa, Cherkasy regions, front-line zones, as well as the city of Kyiv.

The issue of compliance with military registration rules remains under close state control, but judicial practice indicates the need for more thorough legal preparation by state institutions to achieve results in the legal field.
