Cigarettes will rise significantly in price in Ukraine: Yaroslav Zheleznyak

In Ukraine, the price of a pack of cigarettes will increase significantly in the near future due to an increase in the excise tax. As reported Yaroslav Zheleznyak, Deputy Chairman of the Verkhovna Rada Committee on Finance, Tax and Customs Policy, the President signed a draft law on increasing excise duties on tobacco products, which was adopted by the Parliament at the end of 2024.

We are talking about draft law No. 11090, for which the Verkhovna Rada voted on December 4, 2024. At the same time, according to the information on the website of the parliament as of March 22, 2025, the document has not yet been officially signed by the president. However, Zheleznyak himself assured in his Telegram channel that he received confirmation of the signing of the law from two sources — from international financial institutions and the government of Ukraine. According to him, the official publication of the law has not yet taken place, but the very fact of signing has been confirmed.

According to the estimates of the people’s deputy, such an increase in excise taxes will lead to the fact that the price of one pack of cigarettes will immediately increase by 40 hryvnias. He also noted that the delay in signing the law led to a loss of about 2 billion 91.6 million hryvnias for the state budget.

“Prices will rise immediately by 40 hryvnias per pack”Zheleznyak emphasized.

At the same time, some Ukrainian media assume that the price increase may be less significant and amount to about 28.6 hryvnias per pack of cigarettes in the middle price segment. Thus, the estimated cost of such a package in 2025 may increase to 124.7 hryvnias.

The law provides for a gradual increase in excise taxes until 2028. According to forecasts, by that time the cost of a pack of middle-class cigarettes may reach about 160.5 hryvnias.
