Business Opportunities: MoU Launches Army Rear Support Platform
Suppliers have the opportunity to submit applications for inspection of a sample of real property, transfer of a reference sample or conducting experimental tests.
Suppliers of clothing, food, building materials and other goods for rear support can now use the new PartnerMOD platform launched by the Ministry of Defense of Ukraine. About this reported Defense Minister of Ukraine Rustem Umyerov during a press conference.
The purpose of the PartnerMOD platform
The PartnerMOD platform was created with the aim of expanding the range of suppliers, attracting new market participants and ensuring transparency of preparation and participation in tenders conducted by the procurement agency “State rear operator”.
On the site, suppliers can submit applications for inspection of material property samples, transfer of reference samples or conducting experimental tests. Also, suppliers can receive clarifications. All applications submitted through the portal are officially accepted.
Functioning of the PartnerMOD platform
- Announcement of simplified procurement: The State Enterprise “State Rear Operator” or the State Special Service of Transport announces the procedure of simplified procurement.
- Submitting an application: Manufacturers or suppliers apply to the Main Directorate for the Development of Material Support with an application and attachments.
- Verification and consideration: Documents are processed, samples are checked and the application is registered by the committee of the Main Directorate for the Development of Material Support.
- Issuance of the certificate: After the application is considered, a certificate of conformity or non-conformity is prepared. In case of compliance, the act is issued to the representative of the manufacturer or supplier.
Types of applications on the platform
The following types of applications can be submitted on the PartnerMOD platform:
- Application for inspection of a sample: to obtain an Act of Conformity of the item of tangible property.
- Application for the transfer of a reference sample: for the transfer of a reference sample of a tangible property.
- Application for testing: for the organization of military (experimental) tests of tangible property.
- Clarification request: for clarification on technical specifications or other issues.

State rear operator
Since December 2023, a new procurement agency “State Rear Operator” (DOT) has been operating in Ukraine, created according to international standards and NATO principles in order to eliminate the problem of unfair procurement in the defense sector. DOT is responsible for all rear procurement for the Armed Forces of Ukraine, including food, clothing, fuel and lubricants, body armor and helmets.
