Community Association warns that education workers may be left without a salary increase

The All-Ukrainian Association of Communities (UAC) states that government decisions may lead to a situation in which education workers will be left without a salary increase. The organization appealed to the Cabinet of Ministers to provide local budgets with compensation for costs associated with the increase in the salaries of educators. This is stated in the VAG statement.

The statement, citing data from the Ministry of Finance, notes that an additional 28 billion hryvnias are needed to increase the salaries of employees of social and rehabilitation service providers. Another 14 billion hryvnias are estimated to be needed to increase the salaries of employees in the education sector.

The association emphasizes that none of these amounts are included in the State Budget for 2026. In addition, the government’s decisions to increase salaries were adopted at the end of the budget year without proper consultations with local governments and their associations, at a time when 97 percent of local budgets had already been approved.

The VAG warns that without additional financial resources for local budgets, the implementation of the government initiative may create a significant burden on communities. This, they say, can lead to a reduction in employees, an increase in workload and the formation of unequal remuneration conditions.

The Association also recalled the norms of the Constitution of Ukraine and the Budget Code, according to which the expenses of local self-government bodies arising from decisions of the central government should be compensated from the state budget.

“The All-Ukrainian Association of Communities recalls that in accordance with the Constitution of Ukraine and the Budget Code, the expenses of communities arising from decisions of state authorities should be compensated by the state.

In this regard, the VAG calls for the provision of effective mechanisms for local budgets to compensate for expenses for raising salaries salaries”, – the statement said.
