Corruption in ARMA: the case of the appropriation of almost 400,000 US dollars was brought to court

Materials related to a natural person are considered in a separate criminal proceeding.

The National Anti-Corruption Bureau of Ukraine (NABU) and the Specialized Anti-Corruption Prosecutor’s Office (SAP) submitted to the court the case against five persons accused of embezzling USD 398,000, who were under arrest and were transferred to the National Agency of Ukraine for detection, investigation and management of assets obtained from corruption and other crimes (ARMA). Having forged a court decision on the alleged cancellation of the seizure of funds, the participants of the scheme illegally transferred them to the bank account of an individual who had nothing to do with the money. These funds were then distributed among the participants in the crime.

Among the accused:

  • Former acting head of ARMA and his deputy (Part 5 of Article 191 of the Criminal Code of Ukraine)
  • Former head of the Asset Management Department of ARMA (Part 5 of Article 191 of the Criminal Code of Ukraine)
  • Two lawyers (Part 3 of Article 27, Part 5 of Article 191 of the Criminal Code of Ukraine; one of them is also charged under Part 4 of Article 190 and Part 2 of Article 358 of the Criminal Code of Ukraine)

Materials related to the individual to whose account the funds were illegally transferred have been allocated to a separate criminal proceeding.

NABU detectives have been investigating these facts since August 2021, after the case was transferred from the State Bureau of Criminal Investigation. In July 2021, the accused were exposed and arrested, and in July 2022, the investigation was completed.
