Customs regulations in Latvia: information for Ukrainian refugees
Latvia has become a safe haven for many Ukrainian refugees who are forced to seek safety abroad. At the same time, the country, like the rest of the European Union, has strict border crossing rules. It is important for Ukrainians to understand these requirements, as knowing the rules will help to avoid problems when crossing the border and provide easy access to the necessary resources in Latvia. Familiarity with customs restrictions, permits and prohibitions is a guarantee of a safe and comfortable stay in the country.
What can be transported across the border of Latvia: permitted limits and restrictions
When entering Latvia from countries outside the EU, only a certain amount of goods intended for personal use is allowed. In each case, customs services take into account the total value of personal baggage. It is important to understand the permissible limits for different types of transport to avoid misunderstandings with customs officials.
Baggage value limits:
- 300 euros – if crossing the border by land (car, bus, train).
- 430 euros – when crossing by air or sea.
- 285 euros – for children under 15 years of age, regardless of the mode of transport.
These restrictions apply to the value of new, unused items carried as personal baggage. Such items include new clothes, accessories, electronics, personal hygiene items that have not been used. It should be remembered that personal baggage is items exclusively for your own use, so they should not be on sale.
What is not included in the value limit:
- Personal luggage (e.g. suitcases and other items that have been temporarily taken out and returned).
- Medicines that are necessary for personal needs (documents confirming the need for the medication are required).
- Tobacco products, alcoholic beverages and fuel (but subject to the quantity restrictions set for personal use).
Restrictions on tobacco products, alcohol and fuel
Due to the strict EU regulations, Latvian customs regulations define specific limits on the amount of tobacco products, alcohol and fuel that can be transported without paying additional taxes.
Tobacco products:
- Land transport: up to 40 cigarettes, 20 cigarillos, 10 cigars or 50 grams of tobacco are allowed to be imported once a week.
- Air transport: up to 200 cigarettes, 100 cigarillos, 50 cigars or 250 grams of tobacco is allowed.

- Less strong drinks: up to 2 litres of drinks with an alcohol content of less than 22%.
- Still wine: up to 4 litres.
- Beer: up to 16 litres.
Fuel:
You are allowed to import up to 10 litres of fuel in a special container designed for the carriage of fuel.
Import bans: what cannot be transported across the Latvian border
It is important to bear in mind that EU customs regulations impose strict restrictions on certain categories of products. This is due to safety measures related to health protection and the prevention of the spread of animal diseases.
Prohibited items:
- Meat and meat products – products that may contain dangerous pathogens.
- Milk and dairy products – due to the risk of infectious diseases.
- Pet food containing meat or milk.
These products are prohibited for importation for security reasons, so it is important to keep these restrictions in mind to avoid misunderstandings at the border.
Penalties for violation of customs regulations
There are several types of penalties for violating customs regulations in Latvia. These may include:
- Confiscation and destruction of goods that violate customs regulations.
- Administrative liability – the offender may be entered into the database of customs violations, which will complicate future travel.
- A monetary fine, the amount of which is determined by the nature and seriousness of the violation.
To ensure a smooth border crossing and avoid additional costs, Ukrainian refugees should familiarise themselves with Latvian customs regulations in advance. Before travelling, it is better to make sure that all items meet the requirements and limits, and that there are no prohibited products in your luggage. Following the rules will help you avoid unpleasant situations and save time at customs.
Knowing and complying with the rules of importation to Latvia is an important condition for those crossing the border of this country, especially for Ukrainian refugees. Studying the requirements of Latvian customs will ensure a safe and stress-free stay in the country, allowing Ukrainians to focus on adapting to the new environment.
