Ex-directors of a utility company in Poltava Oblast will be tried for illegal extraction of groundwater for more than 450 million hryvnias

Prosecutors of the Lubensk District Prosecutor’s Office sent to the court indictments against two former directors of the utility company Novoorzhitsk Territorial Community. They are accused of illegal extraction of underground water and violation of the rules for the use of subsoil, which caused the state losses of more than 450 million hryvnias.

According to the materials of the investigation, managers in different periods led the enterprise and carried out the extraction of underground water from artesian wells of the community without proper special permits for the use of subsoil and water use. The total amount of illegally extracted resources exceeded 300 thousand cubic meters.

Such actions, which lasted from August 2021 to June 2024, led to significant losses to the state, which was confirmed by the conclusions of a comprehensive engineering, environmental and economic examination. In order to compensate for the damages, the prosecutors filed civil lawsuits: against one of the accused – for more than 60 million hryvnias, against the other – for more than 390 million.

The actions of ex-directors are qualified under part 4 of Art. 240 of the Criminal Code of Ukraine – illegal extraction of minerals of national importance and violation of the rules for the use of subsoil, committed by an official using his official position, which caused serious consequences.

The pre-trial investigation was conducted by the investigators of the Lubensk District Police Department under the procedural guidance of the Lubensk District Prosecutor’s Office and under the operational support of the special police sector of the criminal police department of the Poltava District Police Department of the GUNP in the Poltava Region.
