Law enforcement agencies in absentia announced suspicion of the former deputy head of the Odessa Regional Territorial Center for Recruitment and Social Support and his mother-in-law in the case of illegal enrichment and legalization of property. Both are currently outside Ukraine, their whereabouts are being established.
This is Denis Galushko, the former deputy of the former military commissar of the Odessa region, Yevgeny Borisov, who is also a defendant in several criminal proceedings.
According to the investigation, during 2020–2022, the official acquired assets worth over UAH 37.7 million. This amount exceeds his official income by more than 6,500 tax-free minimum incomes. Among the purchased items are five premium cars: Mercedes-Benz GLE 43 AMG, Mercedes-Benz GLS 350d, Mercedes-Benz V-Klasse, BMW X7 XDrive 30D, Toyota RAV4 Hybrid and Mazda CX-5 with a total value of over UAH 12 million. It was also established that three residential buildings with land plots were purchased in the village of Tairove in the Odessa region with a market value of over 23 million UAH.
In addition, the investigation recorded the deposit of over 1.58 million UAH in cash through self-service terminals into a personal bank account.
The State Bureau of Investigation emphasizes that the official’s official income did not allow for such acquisitions. According to the investigation, he organized the registration and use of property, the actual circumstances of the acquisition of which indicate its illegal origin, and also intentionally entered false information into the declaration for 2023.
The former official is charged with illicit enrichment, organizing the legalization of property obtained by criminal means, and declaring false information. His wife’s mother was reported on suspicion of aiding and abetting in the legalization of property and the use of a knowingly forged document.
Previously, former military commissar of Odessa region Yevgeny Borisov was paid bail of over UAH 20 million in the case of unauthorized abandonment of the unit. He is currently outside the pre-trial detention center with electronic monitoring.
Borisov is a person involved in the “Spain Battalion” investigation. In 2023, it was reported that the family of the head of the Odessa regional military registration and enlistment office purchased millions of dollars worth of real estate and cars on the coast of Spain during a full-scale war.
