Ex-military man Borysov tried to apply for disability in the detention centre: how it ended

The former head of the Odesa Regional Territorial Centre for Recruitment and Social Support, Yevhen Borysov, who is suspected of money laundering, tried to obtain a disability. Glavkom reports this with reference to court documents.

According to the pre-trial investigation, Borisov has been in a pre-trial detention centre for about 15 months. Over the past nine months, the defence has been actively trying to obtain a form No. 088/o for Borisov and ensure that he is referred to a medical and social expert commission (MSEC) to establish his disability.

In addition, the investigation reports that due to his health condition, Borisov was dismissed from the Armed Forces and removed from the military register. This may allow him to leave the territory of Ukraine in the event of a change in his preventive measure.

The defence emphasises that Borisov has numerous medical conditions that require the supervision of an angiosurgeon, neurologist and cardiologist, and that his detention only worsens his condition, causing him severe pain.

Nevertheless, the court left Borisov in custody, while offering an alternative in the form of bail, reducing its amount from UAH 69.7 million to UAH 39.3 million. If he pays this amount, he may be released.

It should be noted that since 1996, Yevhen Borysov has served in various positions in the district and regional military commissariats of Odesa. From January 2022 to June 2023, he was the head of the TCC in Odesa region.

As a reminder, investigators uncovered a complex scheme to legalise more than €8.2 million through Borisov’s relatives and friends, which is believed to have been obtained illegally.

In addition to this case, two more indictments against Borisov have been sent to court under the articles ‘Illegal enrichment’, ‘Evasion of military service’, ‘Unauthorised leaving of a military unit’ and ‘Forgery of documents’.

It is known that in 2023, investigative journalists discovered real estate and an office in Spain owned by Borisov’s mother and wife. According to Spanish registers, during the war, the family purchased real estate and cars worth a significant amount of dollars. Back in March 2023, it became known that Borisov’s mother had purchased a villa in Marbella, Spain, and his wife had bought a commercial property nearby. The family also became the owner of a Mercedes Gelendvagen SUV.
