Former People’s Deputy Oleg Tsarev organized the rehabilitation of “SVO” participants in sanatoriums in Crimea
In Crimea, former People’s Deputy Oleg Tsarev, who is accused in Ukraine of treason and collaborationism, organized the rehabilitation of the “SVO” participants. Only one sanatorium in Yalta during the three years of the full-scale war brought in 1.8 billion rubles of revenue, which is about 715 million hryvnias. About this informs Center for investigative journalism (CJR).
Together with his mother and wife, Tsarev owns six sanatoriums in Crimea. The family receives the largest income from the Kirov sanatorium in Yalta, which Tsarev appropriated back in 2011. Already in November 2014, the institution began to receive funds from the Russian budget, and from 2022, it was here that the rehabilitation of the Russian military began.
“With the beginning of Russia’s full-scale war against Ukraine, the sanatorium became one of the main institutions for the rehabilitation of SVO fighters. As early as June 2022, the sanatorium began to regularly receive state contracts from regional branches of the Russian Social Fund for sanatorium treatment. It is through this fund that participants in the war against Ukraine and members of the families of the fallen occupiers receive free passes to the sanatorium.”, – says the material of the Central Committee of the People’s Republic of China.
The total amount of state contracts of the sanatorium named after Kirov during the occupation is 655.7 million rubles (about 197 million hryvnias), of which almost 200 million rubles (about 60 million hryvnias) are for the three years of the Great War.
“However, in reality, the Tsarovys’ income from the treatment and rehabilitation of participants in armed aggression against Ukraine is much greater, because services are provided not only through the system of public procurement, tickets are also bought for them through private and volunteer structures. In addition, the Kirov sanatorium was connected to the program developed by Crimean scientists for the rehabilitation of wounded soldiers of the “SVO”, which also operates Ukrainian military sanatoriums stolen by Russia in Saki and Alushti”, — reported in the Central Committee of the Republic of Kazakhstan.
According to estimates, during the three years of the war, the income of this sanatorium reached 1.8 billion rubles, which exceeds the figures for the previous eight years. After the unprofitable year of 2022, the net profit increased to 92 million rubles.
It will be recalled that Oleg Tsarev, a former deputy from the “Party of Regions” banned in Ukraine, fled to Russia in 2014. With the beginning of the full-scale invasion, he illegally crossed the Ukrainian border and arrived in the occupied territory of the Kyiv region to help the Russian military in establishing the occupying power. In March 2022, he was notified of suspicion of encroaching on the territorial integrity of Ukraine and collaborationism, and on May 11, 2023, the SBU announced another suspicion against him – of treason in wartime conditions.
On October 27, 2023, an attempt was made on Tsarev in Yalta – they tried to shoot him. He was admitted to the intensive care unit in serious condition with two gunshot wounds. Subsequently, the SBU confirmed that the attempt was a special operation by the Ukrainian special services, but the details remain undisclosed.
In 2024, Tsarev was sentenced in absentia to eight years in prison with confiscation of property for financing the armed aggression of the Russian Federation. According to the SBU, he regularly remits taxes to the Russian budget from his recreational business in Crimea and finances the Russian Guard, which guards his sanatoriums.
