Ukrainian gas stations demonstrate a noticeable improvement in tax discipline, which has already been reflected in the growth of revenues to the State budget. According to the data which leads head of the Parliamentary Committee on Finance, Tax and Customs Policy, Danyla Hetmantseva, during the first seven months of 2025, fiscal payments from fuel companies increased significantly.
In the period from January to July 2025, about UAH 1.9 billion of advance income tax payments were transferred. In addition, 97.9 million hryvnias were received from individual entrepreneurs to the budget in the form of advance payments from personal income tax.
The total increase in tax deductions from the country’s 48 leading fuel chains amounted to UAH 1.6 billion, which corresponds to an increase of 25.46% compared to the same period in 2024. The most telling is the sharp jump in income tax revenues, which increased by 40.80%.
As Danylo Hetmantsev emphasized, the key role in this was played by the introduction of the system of mandatory advance payments. It forced a significant number of companies, which previously effectively avoided paying income tax, to come out of the shadows. Thanks to this, they now steadily transfer tens of millions of hryvnias to the budget.
Experts note that such dynamics are evidence of the gradual detinization of the gas station market. The business operating in the fuel sector was able to adapt to the new tax rules, which not only increases the transparency of the market, but also guarantees a stable increase in government revenues in the medium term.
Additional confirmation of this process was the situation on the market in the summer of 2025. So, in June, the number of valid licenses, under which the owners pay advance payments of income tax and personal income tax, increased to 5083. This means a gradual expansion of the legal segment of the gas station market.
At the same time, the problem of shadow business remains acute. 428 illegal gas stations were discovered in Ukraine. About 60% of them are concentrated in Lviv, Odesa, Kyiv, Ivano-Frankivsk and Dnipropetrovsk regions. This indicator illustrates that, despite positive developments, the fight against the illegal sector continues and requires systemic solutions.
