From December 1, IDPs will be able to apply for a housing voucher for UAH 2 million
Internally displaced persons from temporarily occupied territories who have the status of a combatant or a disability as a result of the war will now be able to apply for a housing voucher worth UAH 2 million through “Diya”. The launch of the tool was announced by Prime Minister Yulia Svyrydenko.
According to the head of government, the voucher makes it possible to buy housing or invest in construction, as well as use it as a down payment or to repay a mortgage. She emphasized that this is only the first stage of a new program to support families whose homes remained in the temporarily occupied territory.
IDPs who have a confirmed previous place of residence on the TOT, a valid IDP certificate with the address of actual residence in the territory controlled by Ukraine, and the status of a disabled person or a war-related disability obtained since 2014 will be able to apply.
An additional prerequisite is that the applicant and his family do not have other housing in the controlled territories, except for cases with an outstanding mortgage or housing in a combat zone. It is separately stated that the applicant should not have received housing assistance in other programs and should not have active applications in “eVidnovlenie”.
Svyrydenko clarified that the voucher can be used for five years. After purchasing housing, a five-year ban on alienation will apply to it to guarantee the targeted use of funds. The detailed payment mechanism must be further determined by the Ministry of Community Development.
“At the same time, we are looking for opportunities to expand the program to other categories of IDPs from temporarily occupied territories. Our goal is to provide access to housing to as many Ukrainian families as possible who lost their homes due to the war, she concluded.
