Hacking investigation reveals Belarus’ involvement in drone strikes on Ukraine

Ukrainian hackers from the analytical cyber center Fenix ​​ for more than six months carried out covert monitoring of the actions of Russian strike drone operators and documented the use of the territory of Belarus for attacks on Ukraine. As part of the operation, specialists gained access to the accounts of dozens of Russian military personnel and surveillance systems used to control drones.

The collected information was transmitted in real time to the Defense Forces of Ukraine, which allowed them to increase the effectiveness of countering attacks, track flight routes and combat missions of drones. The operation lasted from mid-2025 to February 2026. Among its consequences are successful strikes on control points and drone launch sites in Russia and the temporarily occupied territories of Ukraine, in particular on the locations of the Rubicon unit.

In September 2025, during the analysis of intercepted chats of operators, it was found that Russia was actively using the civilian infrastructure of Belarus to lay drone routes and ensure a stable signal. Some drones deliberately entered the airspace of individual NATO countries, which, according to cyber experts, was an element of testing new tactics.

In addition, in the second half of 2025, a system of repeaters for controlling strike drones was deployed in Belarus. This significantly expanded the capabilities of the Russian army to strike the northern regions of Ukraine – from Kyiv region to Volyn. Some of the attacks on energy infrastructure and railways, according to the Ukrainian side, would not have been possible without such support.

The data obtained was also transferred to NATO partners. In particular, it was about the incident on the night of September 9-10, 2025, when dozens of Russian drones flew into the territory of Poland – this is regarded as a test of the capabilities of the Belarusian civilian cellular network for further planning of strikes on logistical routes.

On February 18, President Volodymyr Zelensky announced the introduction of sanctions against the self-proclaimed President of Belarus Alexander Lukashenko for assisting Russia in the war. According to him, more than three thousand Belarusian enterprises work for the needs of the Russian military machine, supplying machinery, equipment and critically important components, in particular for the production of missiles.

The President also emphasized that the creation of infrastructure for the deployment of medium-range Oreshnik missiles in Belarus is ongoing, which poses a threat not only to Ukraine, but also to all of Europe.
