High-ranking officials demanded UAH 13 million for concealing violations in the construction of airfield shelters

The Security Service of Ukraine has uncovered a corruption scheme during the construction of aircraft shelters, in which the commander of the Air Force Logistics and the head of the SBU department participated. The officials were detained while attempting to transfer $320,000 in ill-gotten gains. This was reported by Prosecutor General Ruslan Kravchenko.

According to People’s Deputy Oleksiy Honcharenko, this concerns the Commander of Logistics of the Air Force of the Armed Forces of Ukraine, Colonel Andriy Ukrainets, and the Head of the Security Service of Ukraine in the Zhytomyr Region, Colonel Volodymyr Kompanichenko.

In May 2025, UAH 1.4 billion was allocated for the construction of prefabricated arch structures. Inspections by the Military Counterintelligence Department of the Security Service of Ukraine revealed violations: the projects did not meet safety requirements, the structures did not provide proper protection for aviation, and the cost of the work was overstated. Despite this, the transfer of advance payments began.

The investigation established that the logistics commander turned to the head of the USBU with a request to assist in bribing the leadership of military counterintelligence in order to hide the embezzlement of funds. The head of the Security Service of Ukraine agreed and became a “guarantor” of the deal, involving one of the contractors in the scheme.

The participants planned to transfer about 13 million UAH for concealing the embezzlement of budget funds and attracting loyal auditors to prepare fictitious conclusions about the quality of construction.

On February 25, the Security Service of Ukraine detained officials while attempting to transfer $320,000 in bribes. The agency emphasized that embezzlement of defense funds during wartime is a direct threat to national security, and responsibility will be inevitable regardless of position.
