In Kyiv, an official of a defense enterprise was exposed for causing UAH 7 million in losses to the state

Detectives of the Bureau of Economic Security of Ukraine exposed the head of a state-owned defense industry enterprise who organized the purchase of industrial equipment at significantly inflated prices, causing the state losses of about 7 million hryvnias.

The investigation established that in 2021, due to the emergency condition of the shaft furnace, there was an urgent need to replace its parts. The official decided to take advantage of the situation and organized the purchase with an artificially inflated expected cost, involving controlled companies. These companies submitted “competitive” offers with almost identical, but inflated prices, on the basis of which the expected cost of the purchase was formed.

The state-owned enterprise conducted the purchase through the electronic system Prozorro and concluded a contract with the company that offered the “lowest” price among the inflated offers. The funds were transferred in full to the supplier.

The examination showed that the market value of the equipment was significantly lower, and the difference between the real price and the amount paid was almost 7 million hryvnias.

The official’s actions were qualified under Part 5 of Article 191 of the Criminal Code of Ukraine – embezzlement of property through abuse of official position, committed by prior conspiracy by a group of persons and in especially large amounts.

Earlier, the State Bureau of Investigation also terminated the activities of an organization that had seized almost 3 billion hryvnias of budget funds allocated for the purchase of anti-personnel mines for the needs of the Armed Forces of Ukraine.
