In Ukraine, deliberation rooms in courts have been abolished

On December 19, the Verkhovna Rada adopted draft law No. 9445, which provides for changes to the Law of Ukraine “On the Judiciary and the Status of Judges” and other legislative acts, in particular to improve the procedure for adopting and promulgating court decisions.

“The Verkhovna Rada adopted draft law 9445 in the second reading. We are removing the Soviet rudiment of the “deliberation room” in the Central Committee of the Communist Party of Ukraine, the Communist Party of the People’s Republic of China, and the Central Administrative Court, replacing it with the stage of adopting a court decision.”, the message says.
The document makes changes to the laws on the judicial system and the status of judges, as well as to the Economic and Civil Procedure Codes and the Code of Administrative Procedure. In particular, it envisages the replacement of the institute “the secret of the consultation room” with the “secret of the adoption of a court decision”.
From now on, immediately after the debate, the court will announce the transition to the decision-making stage, indicating the time of its announcement. In exceptional situations, the announcement may be delayed, but not for more than ten days. The law is aimed at simplifying and speeding up the judicial process, as well as the harmonization of Ukrainian legislation with the norms of the European Union.
“This is a long-awaited draft law that was developed with the participation of representatives of the judicial community.” – noted Maslov.
