Is Ukraine capable of switching to voluntary mobilization: commentary by the Ministry of Defense

Even after the possible reformation of territorial procurement centers (TCC), they will remain responsible for the function of forced mobilization. About this in interview NV was informed by Oleksiy Bezhevets, the authorized representative of the Ministry of Defense on recruiting issues.
He explained that the mobilization of volunteers to specific military units, which takes place without the participation of the TCC, will not replace forced mobilization. For this, a structure similar to the TCC is needed, which is engaged in attracting conscripts who do not show a voluntary desire to serve.
In addition to mobilization, TCCs perform a number of other important functions, in particular, providing social support for military personnel.
“They can be reformed, reformatted – whatever. But these functions still have to be performed by someone”, – noted Bezhevets.
He emphasized that mobilization cannot be based only on voluntariness, as it involves elements of coercion and administrative responsibility. This is necessary for those who do not want to fulfill their civic duty and evade service, although they do not have legal grounds for it.
As for mobilization bypassing the TCC, after changes in the legislation, commanders of military units received the right to mobilize those who voluntarily wish to serve in a specific unit. This decision is made without the involvement of the TCC, and the list of units with such powers is approved by the General Staff of the Armed Forces.
At the same time, there were cases when the TCC violated agreements and sent volunteers to other units, although all parties, including the TCC, agreed on another place of service.
