Kyiv is among the ten EU cities with the highest potential for the development of AI technologies
Kyiv was included in the top ten European cities with the highest potential for the development of artificial intelligence technologies. This is discussed in the study “Analysis of the use of artificial intelligence in priority sectors and competitiveness of Ukraine”, conducted by the Center for European Political Studies (CEPS).
According to the relatedness density indicator, which shows the share of technologies developed in the city and related to AI, the Ukrainian capital received a result of 48.9%. Kyiv almost equaled Vienna (52.08%) and Madrid (49.07%), ahead of Amsterdam (47.78%) and Brussels (47.56%).
At the same time, in terms of the number of patents in the field of artificial intelligence, Ukraine is significantly inferior to the European leaders. According to the OECD RegPat database (2017–2022), Germany has 3,028 AI patents, Great Britain — 1,384, France — 1,122, while Ukraine has only nine.
Experts explain this difference with the high cost of patenting, the complexity of administrative procedures and weak integration of Ukraine into the European market. However, the Ukrainian AI ecosystem is actively developing in the field of applied development, scientific publications and startups. Among the most famous are Reface, Respeecher, Zibra AI and Osavul.
We remind you that in March the Ministry of Digitization announced the creation of the first Ukrainian-language LLM on a national scale. The model is designed to help businesses and government agencies launch localized AI solutions more cheaply, conveniently and quickly. In May, Ukraine signed the Framework Convention of the Council of Europe on artificial intelligence, human rights, democracy and the rule of law. According to plans, the Ministry of Digital Affairs intends to launch the LLM by the end of 2025.
