Large-scale digitalization of the labor market is being launched in Ukraine

The Cabinet of Ministers of Ukraine has adopted a resolution that launches large-scale digitalization of the labor market. Its goal is to ensure more efficient employment, reduce bureaucratic procedures, and move to data-based solutions. The central element of the reform will be the digital system “Obriy”.

In “Obriy”, you will be able to register your unemployment status, apply for benefits, officially resign in the temporarily occupied territories, receive a grant for training, or confirm your qualifications. The system is being developed by teams from the Ministry of Economy and the State Employment Service. It will automatically check data in the Pension Fund, the State Employment Center and other state registers.

The need for digitalization of the labor market is explained by the fact that currently a significant part of Ukrainians is outside the formal labor market – either economically inactive or working unofficially. The main obstacle is outdated business processes, an insufficient level of digitalization of state services in the field of employment, as well as a lack of data for effective analysis and forecasting of market trends.

Because of this, specialists at employment centers often do not have enough information to direct a person to where their skills are most in demand. There is also a lack of interaction between the needs of employers and the training programs offered by educational institutions.

“Our focus is to return people to the economy and provide businesses with personnel. One of the key tools for this is the optimization and digitalization of business processes, the setting up of exchanges between various state registers, the construction of a system that will enable systematic and regular analysis of supply and demand in the labor market, as well as learning to predict the balance of supply and demand, – noted the Minister of Economy, Environment and Agriculture of Ukraine Oleksiy Sobolev.

The launch of the digital system “Obriy” should ensure the creation of a single digital route for all labor market participants, the involvement of business and educational institutions in personnel selection and retraining, the coordination of retraining programs with the real needs of employers, the introduction of modern directories of professions and skills harmonized with European standards, as well as the creation of conditions for analytics and monitoring of the labor market in real time.

The digital system “Obriy” will combine all services and data into a single ecosystem. Its main principle is a service approach: citizens will be able to submit applications through “Diya”, and the state will accompany a person from the first to the last day of work, supporting even after losing their job and helping them return to employment and their own earnings more quickly.
