The State Enterprise of the Ministry of Defense of Ukraine “State Operator of the Rear” at the end of December announced a large-scale tender for the production of honorary badges and incentive awards for military personnel. The expected cost of the purchase is almost 63 million UAH, and the list includes 39 awards and additional metal elements for them.
In particular, it is planned to purchase large batches of awards of the Commander-in-Chief of the Armed Forces of Ukraine: “Combatant’s Cross” – 9 thousand units, “Golden Cross” – 7 thousand, “Cross of the Brave” – 6 thousand. They are also ordering 10 thousand each of the “Victory Shield” and “For Combat Valor” badges. Separately, the purchase of medals “For Wounds” (10 thousand pcs.) and “Defender of Ukraine” (15 thousand pcs.), as well as special awards for the Territorial Defense Forces, Support Forces and Logistics Forces is envisaged.
In addition, the tender includes more than 16 thousand metal elements – stars and branches of oak and laurel leaves. Submission of proposals continues until January 6, 2026, and the delivery of awards should be completed by the end of September.
This tender is only part of the significant volume of purchases that the company made during 2025. In the fall, a contract was signed for UAH 12.3 million for the supply of over 20,000 awards, including the “For Combat Valor”, “Victory Shield” and the “Chemical, Biological, Radiation and Nuclear Protection” medals. Later, another 300 such medals were purchased separately for UAH 216,000.
In addition, the State Operator of the Rear ordered awards for UAH 754,800, which included 1,000 “Military Law and Order” badges and additional elements to them. At the beginning of the year, another purchase was made for UAH 13.5 million — 5,000 “Honor and Memory” awards, as well as tens of thousands of metal elements for other awards, including the “Oak Leaf Branch”, “Dawn” and “Steel Cross”. Even earlier, the company signed a contract for UAH 43.7 million for the supply of awards of 25 types, including 68.4 thousand departmental medals of the Ministry of Defense.
Excluding the new tender for almost UAH 63 million, in 2025 the State Rear Operator has already contracted award products worth more than UAH 70 million. In all known cases, the supplier is the same company – LLC “Heroldmeister”.
According to YouControl, the company was registered in Kyiv in 1998. The owner is Anatoliy Shiyan, the director is Denis Avramchyk. Earlier, attention was also drawn to the cost of individual state awards. The most expensive of those ordered is the award of the President of Ukraine “National Legend of Ukraine” – one unit costs 138 thousand UAH, a total of 20 such awards were ordered. It is made of gold and has the shape of a stylized flower with multi-layered petals.
