Former Secretary of the National Security and Defense Council Oleksandr Lytvynenko became the new Ambassador of Ukraine to Serbia

President of Ukraine Volodymyr Zelensky has appointed former Secretary of the National Security and Defense Council Oleksandr Litvinenko as Ambassador Extraordinary and Plenipotentiary of Ukraine to Serbia. This is stipulated by Decree No. 866 of November 27, Ukrainian News Agency reports.

“Appoint Oleksandr Valeriyovych Litvinenko as Ambassador Extraordinary and Plenipotentiary of Ukraine to the Republic of Serbia“, – the document states.

By another decree, No. 865 of November 27, Zelensky dismissed Volodymyr Tolkach from the post of Ambassador to Serbia, who had worked in this position since December 2021.

Olexander Litvinenko is 53 years old. In March 2024 – July 2025, he headed the NSDC as secretary, before that he was the head of the Foreign Intelligence Service since July 2021. In 2019–2021, Litvinenko headed the National Institute for Strategic Studies, and in 2014–2019 he was Deputy Secretary of the National Security and Defense Council.

In July 2025, Zelensky appointed former Defense Minister Rustem Umerov as Secretary of the National Security and Defense Council, replacing Litvinenko. Litvinenko himself headed the National Security and Defense Council in March 2024 after the dismissal of Oleksiy Danilov from this position.
