NACP proposes to introduce automatic payments for corruption whistleblowers
The National Agency for the Prevention of Corruption (NACP) has proposed amending the legislation to ensure automatic and faster payment of rewards to whistleblowers. This was stated by NACP Chairman Viktor Pavlushyk in an interview with Radio NV.
The official noted that the agency has prepared legislative amendments aimed at streamlining the process of automatic payments to whistleblowers, as well as unifying the definition of the concept of “whistleblower” in criminal, procedural and anti-corruption legislation.
“Because there are two rewards for whistleblowers, which we implemented in 2024 through cooperation with the Ministry of Finance, the State Treasury and the Cabinet of Ministers. But it is desirable that the legislation provides for a method of automatic calculation of these funds and payments in a shorter period of time,“ explained the head of the NACP.
Pavlushyk also reported that the NACP has launched a special portal where whistleblowers can file reports on corruption offenses. According to him, about 9 thousand organizations, mainly of the national and higher regional levels, are currently connected to the system, and it is planned to connect another 90 thousand enterprises, institutions and organizations. He specified that about 150 people have already received the status of a whistleblower and recalled that the first two payments were made in 2024.
According to the law on the prevention of corruption, whistleblowers are guaranteed a reward in the amount of 10% of the losses caused to the state or of the amount of the bribe, if it exceeds the subsistence minimum by 5 thousand times. At the same time, the maximum amount of the reward cannot exceed 3 thousand minimum wages established at the time of the crime.
