New customs rules are being introduced for entry into the EU via Hungary

From February 18, 2026, Hungary will start using NCTS Phase 6 and the ICS2 Import Control System for crossing the European Union border. This is reported by the State Customs Service.

“This means that now, in addition to Ukrainian T1 declarations, it is mandatory to submit a General Arrival Declaration (ENS) via the ICS2 system for entry into the EU territory via Hungary,” customs officials explain.

At the same time, a transitional period is provided for enterprises and carriers until March 15, 2026, during which ENS will still be accepted via the old ICS system.

After this date, all arrival declarations will be processed exclusively through ICS2, which will contribute to more efficient cargo control and reduce customs procedure time.
