Odessa to Create City Defense Council to Strengthen Security

Odessa plans to form a City Defense Council for more effective protection of infrastructure facilities. This was announced at a briefing by the head of the MBA, Serhiy Lysak.

“My first steps are – strengthening the city’s defense capabilities. This is the creation of the City Defense Council so that we can effectively protect infrastructure facilities”, – noted the head of the MBA.

Lysak emphasized that the work of the City Council’s deputies will continue:

“The deputies will not be disbanded – they are a local government body. We have a democratic country, and the people elected the deputies. I am sure that we will find a common language”.

Recall that on October 13, a petition to terminate the Ukrainian citizenship of Odessa Mayor Gennady Trukhanov gathered more than 28 thousand votes, which exceeds the required threshold for its consideration by the head of state. Trukhanov previously stated that he would be deprived of his Ukrainian passport. He insisted that he never had Russian citizenship and this, according to him, is confirmed by documents.

The Security Service of Ukraine officially confirmed the termination of his citizenship due to the presence of a valid Russian passport, publishing copies of the relevant documents.

On October 15, 2025, President Volodymyr Zelensky approved the creation of the Odessa MBA and appointed Serhiy Lysak as its head.

In turn, Trukhanov plans to contact lawyers in the United States to help them officially determine whether he has Russian citizenship.
