On October 16, 2025, the High Council of Justice considered the issue of personnel changes in the judicial system. Olga Arkadiivna Bulka was dismissed from the position of Deputy Head of the State Judicial Administration of Ukraine and appointed as the Head of the Secretariat of the High Council of Justice.
In accordance with Clause 19 of Part One of Article 3 of the Law of Ukraine “On the High Council of Justice”, this body is authorized to appoint and dismiss the Head of the State Judicial Administration and his deputies. Bulka was dismissed by agreement of the parties on October 16, 2025.
As part of the next item on the agenda, the Council adopted a decision to appoint her as the Head of the Secretariat of the High Council of Justice. This appointment was made in accordance with the Law of Ukraine “On the Legal Regime of Martial Law”, which allows for the period of its validity to appoint persons to public positions without competitive selection. At the same time, it is of a fixed-term nature.
Olga Bulka has significant experience in the field of judiciary. From 2003 to 2010, she held the positions of Head of the Department of Judicial Statistics and Reporting, as well as Deputy Head of the State Judicial Administration. In 2010–2015, she worked as Deputy Head of the Secretariat, where she headed the Department for Disciplinary Responsibility of Judges, Appointment and Dismissal of Judges, and was also Head of the Secretariat of the High Council of Justice. In 2015–2017, she again held the position of Deputy Head of the State Judicial Administration.
On March 13, 2018, Bulka was appointed as the Chief of Staff of the Supreme Court for a term of five years as the winner of the competition. In accordance with Part Two of Article 34 of the Law of Ukraine “On Civil Service”, fixed-term appointments to positions of category “A” are made for five years with the possibility of re-appointment without a competition. Since March 14, 2023, she has held the position of Deputy Head of the State Judicial Administration of Ukraine.
The position of Head of the Secretariat of the High Council of Justice has remained vacant since March 7, 2025. Now this position has been officially occupied by Olga Bulka.
