Peru declares state of emergency to combat crime

The Peruvian Council of Ministers has decided to declare a 30-day state of emergency in the capital Lima and the neighboring region of Callao. This was announced by the administration of Peruvian President José Geri.

As the authorities explained, the state of emergency will last 30 days and is intended to strengthen coordination between law enforcement agencies to combat the increase in crime that has gripped the country. The president stressed that this decision provides for “coordinated actions at all levels of the state to ensure security and restore order for the benefit of citizens”.

After the state of emergency was imposed, more military and police officers appeared on the streets of Lima. The document temporarily restricts a number of constitutional rights, including freedom of assembly and protest, and prohibits riding a motorcycle in pairs. In addition, restrictions have been imposed on visits to prisoners and the power of electricity in prison cells, except for lighting, has been allowed.

On the first day of the state of emergency, President José Geri inspected the Lurigancho prison. The decision to impose the regime was made after protests that left one person dead and more than 100 injured. The demonstrators were protesting against corruption, crime and growing poverty.

Many Peruvians are currently skeptical of the decree, as a similar state of emergency was imposed in March 2025 by the previous president, Dina Boluarte, and it did not produce results in the fight against crime.

Despite this, José Geri remains optimistic. On October 22, Peru’s parliament voted in favor of his caretaker government. Presidential elections are scheduled for next year.
