Rehabilitation of war children in 2026: the state allocates 740 million hryvnias for the recreation of young citizens
Children who have been experiencing four years of war and its consequences have found themselves in extremely difficult conditions, where stability, security and the usual rhythm of life have been disrupted. It is critically important for them to create an environment in which they can restore physical health, stabilize their psychological state and ensure social adaptation. Rest and organized rehabilitation programs to a certain extent allow both to compensate for the consequences of traumatic events and contribute to the restoration of trust in adults, the development of communication skills and the formation of a sense of security. In this regard, the government allocated funds for organizing the rehabilitation and recreation of children who are in difficult life circumstances due to social, economic and military factors.
Scope and organization of the program
On March 2, the government of Ukraine allocated more than 740 million hryvnias for organizing the rehabilitation and recreation of children who are in difficult life circumstances due to social, economic and military factors. This step is aimed at supporting children who need special attention and assistance.
The goal of the program is not only to provide recreation, but also to create conditions for the restoration of the physical, psychological and emotional state of children who have been affected by war and social instability.
According to data of the Ministry of Social Policy, Family and Unity, the program will cover about 30 thousand children, of whom approximately 15 thousand will spend time at the Artek International Children’s Center. This will allow combining health, educational and cultural activities that promote recovery after stressful situations related to war or changes in residence. In addition, the Cabinet of Ministers approved the procedure for paying for health services for children in need of social support, allocating 91.5 million hryvnias for this purpose.
The program covers various categories of children, including:

children of servicemen of the Armed Forces of Ukraine, the State Border Guard, the National Guard, the State Emergency Service and the police;

children of internally displaced persons;

children of veterans and families of fallen defenders;

children who are under the care of the state or in need of social support.
Such coverage allows not only to provide physical rest, but also to stimulate the socialization of children, improve their psychological state and form a sense of security in conditions of constant instability.
The significance of the program for children of war
For children who have experienced the loss of relatives, changes in residence, or traumatic events, rest in specially organized conditions is of critical importance. State support reduces stress, restores physical strength, and helps integrate children into a safe environment.
This approach is aimed at building trust in state institutions and creating a stable social space, which is extremely important for children who grew up in conditions of war or internal instability.
The head of the Ministry of Social Policy, Denis Ulyutin, emphasized the systematic support for children who were most affected by the war, noting that providing free rest and recreation allows the state to take responsibility for the physical and psychological recovery of this category of the population.
Practical aspects of implementation
The program provides not only financial support, but also organization of educational, entertainment and sports events in health care facilities, which allows combining recreation with the development of skills, communication and adaptation to the social environment. The state pays for children’s stay in facilities, provides food and medical support, which reduces the financial burden on families and creates conditions for maximum recovery of children.
This year’s funding of 740 million hryvnias will allow to cover a larger number of children than in previous years, and the large-scale participation of children in the International Children’s Center “Artek” will provide access to educational, cultural and sports programs aimed at restoring physical health and emotional balance.
